There were already hundreds of employment service agencies in
Taiwan, including two largest media companies, namely, the China
Times and the United Daily. It seemed unnecessary to add one more
human resources service company. But, in terms of the service
quality, those existing employment service agencies in Taiwan
could not provide modern, systematic, and humanized service to
satisfy the needs of enterprises or employees. Employment service
is indispensable in the modern society, but it was the least efficient
and the least economical. Generally speaking, enterprises wishing
to recruit talents must pay expensive fees for advertisement on
the classified section (one employment ad of 5 square centimeters
costs over 10 thousand NT dollars). Still, this method cannot
guarantee that finding of suitable personnel. For job seekers,
they can only take their chances, reading tens of pages of classified
ads which are small, dense, not categorized and lacking detailed
descriptions of the job contents and the company profiles, and
then sending out numerous resumes with little hope for success.
In Taiwan, an environment with inadequate employment service,
plus an unsound social welfare system means that people must continuously
look for jobs, change jobs, and live in the fear of losing their
jobs throughout most of our lifetime. Therefore, it was imperative
to provide the people in Taiwan with a more economic, interactive,
and technology-enhanced human resources service.
In 1994 summer, Mr. Rocky Yang was working in a leading computer
company as overseas Marketing Director. This was a company that
he started with his partners after returning from overseas posting
in Europe. Mr. Yang deeply felt the cultural differences between
Europe/America and Taiwan. In Europe and America, people show
respect for each other much more so than in Taiwan. Driven by
his personal ambition and his concern for the society, Mr. Yang
gave up his successful business and began to prepare for a new
