Job title: Safety Engineer

What You Will Do
1. Execute dangerous equipment periodical review and inspection.
2. Implement occupational safety and health training.
3. Supervise contractors’ safety at the site and audit contractor’s HSE compliance.
4. Strictly follow country and Albemarle HSE related regulations, guidelines, standards and policies. Fully responsible for the department’s HSE matters and ensure the HSE targets, policies are met.
5. Establish and complete the HSE responsibility and monitor if every HSE management mechanism is functioning well.
6. Form HSE network and deploy HSE work and hold regular HSE committee meetings.
7. Team up with HR to conduct new employee HSE training and conduct HSE training constantly. Organize HSE activities such as occupational protection training, fire fighting, First aid training.
8. Raise suggestions for HSE near miss occurred.
9. Perform HSE routine inspection, assist and urge related departments to identify near miss and preventive measures. Follow up the progress of the responsible assignments.
10. Supervise and assist to solve the near miss found in the daily inspection, and correct operations which violate SOP. Stop the operation in case of production emergency and report to the site manager immediately.
11. Collect HSE incident data and prepare statistic analysis report. Support every department personal injury, fire, explosion investigation.
What You Bring
Required:
College degree major in Health and Safety or Chemical Engineering.
Relevant experience as HSE engineer over 5 years for global company.
Fluent in Mandarin and English

1. HSE Regulatory Compliance and Audits: Establish and execute a regulatory audit plan to ensure all operational activities, facilities, and projects comply with HSE regulations.
2. Daily and Project HSE Management: Manage HSE for daily site operations, annual planned maintenance (APM), and new/expansion projects, including contractor management and hazard analysis.
3. HSE Inspections and Audits: Conduct regular HSE inspections and audits at facilities and client sites to ensure a safe working environment.
4. Risk Assessment and Management: Participate in Project Risk Identification/Assessment (PRI/PRA), Management of Change (MOC), Pre-Startup Safety Review (PSSR), and provide professional recommendations.
5. Incident Investigation and Improvement Tracking: Investigate incidents, perform root cause analysis, and track the progress of corrective and preventive actions.
6. Emergency Response Planning: Assist in establishing and regularly conducting emergency response drills to ensure personnel and equipment are prepared for emergencies.
7. Internal and External Communication: Act as a communication liaison to convey HSE policies and key information to authorities, clients, and internal teams.
8. Team Management and Development: Set and track performance goals for team members and foster talent development to ensure the team's capabilities align with business needs.
