The Position
This role is to shape environment for the Human Pharma Business by creating favorable policies and implementing outreach programs to shape global/local policies to drive Healthcare and Government Affairs plan in specific disease Area, building Boehringer-Ingelheim as a credible company that makes meaningful contributions to patients/ healthcare professionals, health systems and society. The function extends the patient access concept on broader healthcare environment, including, but not only payers.
Tasks & Responsibilities
- Policy and stakeholder analysis: Mapping the policy environment and implement outreach programs to shape policies, prepare market, and develop market to drive business objectives for the Therapeutic Areas in Human Pharma.
- Play a proactive role in positioning Boehringer Ingelheim as a key pharmaceutical player by closely working with National /Regional Health Systems, government officials, industry bodies, decision-makers, think-tanks to drive policy advocacy.
- Strategic planning of healthcare affairs and access for all Boehringer Ingelheim products.
- Strategic counsel: Providing strategic counsel to Senior Management by shaping Assets(brand) plans with a policy perspective and drive budget discussions with the relevant internal stakeholders.
- Overall policy coordination: Identifying key policy trends, risk and opportunities; potential solutions; messages of priorities; and developing initiatives that can be cascaded.
- Expand and maintain external stakeholder partnerships (eg. Healthcare policy makers, MOHW, NHIA, NHIC, HPA, NHRI, physician associations, industry associations, and professional organizations) to strengthen Boehringer Ingelheim’s reputation.
- Work closely with cross-functional team (Market access, medical, marketing, communications teams) to drive success.
Requirements
- University Bachelor/Master Degree in Life Sciences, Political Science/Public Policy, Communications, Health Economics, Marketing or equivalent qualification.
- Long-term experience in Public Affairs, including experience in therapeutic-area specific engagement across the value chain (from pre-launch timeline and for to mature products)
- At least three years experience of market access/ key account management with a comprehensive understanding of reimbursement environment and Taiwan healthcare system.
- Deep insights of the pharmaceutical industry, therapeutic areas and relevant global/local policy trends.
- Therapeutic area expertise within either cardio metabolic, oncology, rare diseases and CNS will be a plus.
- Business know-how in delivering national policy initiatives with demonstrated success will be a plus.
- Mindset with a strong sense of business acumen and a passion for bringing value
- A true project leader with a co-creative spirit and the ability to build strong trustworthy interpersonal connections with internal and external stakeholders
- Excellent oral and written communication and negotiation skills. Fluent in English
- Independent and able to solve complex and challenging problems using innovative strategies
