We have the following vacancy and are looking for a talented individual with a strong desire to contribute to humanitarian work and commit to the aims and values of MSF to join our team in Taipei. 供應鏈經理負責確保無國界醫生(台灣)具備緊急應變供應鏈能力,同時強化日常供應鏈作業。透過評估市場能力、確保供應商合約、繪製進口流程與運輸路線、建立倉儲與庫存策略,供應鏈經理須確保在嚴峻條件下的高效採購、儲存並配送必要的藥品、設備與救援物資。此職位支援緊急應變準備工作,確保供應鏈活動具備良好規劃、符合法規、具透明性,並與無國界醫生的醫療人道宗旨一致。該職位亦需投入20%的時間,協助辦公室採購策略與採購作業。 此外,該職位預期每年最多兩次,定期前往無國界醫生海外前線專案支援(每次約2至3個月),以維持其實務能力、支援前線供應需求,並持續為無國界醫生的全球醫療人道任務貢獻心力。 The Supply Manager is responsible for ensuring robust emergency preparedness supply chain capacity while strengthening MSF Taiwan’s day-to-day supply chain operations. By assessing market capacities, securing supplier agreements, mapping importation processes and transport routes, establishing warehousing and stock strategies, the Supply Manager ensures that essential medicines, equipment, and relief items in general can be procured, stored, and delivered efficiently, even under the most challenging conditions. The role supports the emergency preparation to respond rapidly and effectively and ensures supply chain activities are planned, compliant, transparent, and aligned with MSF’s medical-humanitarian principles, and also contributes up to 20% of its time to office strategic sourcing and procurement support. The position is expected to regularly participate in detachment assignments to MSF field projects for periods of 2–3 months, up to twice per year, to maintain operational competencies, support field supply needs, and contribute to MSF’s global medical-humanitarian mission. 主要工作內容: - 緊急供應鏈應變準備:制定並維護無國界醫生(台灣)的緊急供應鏈計畫,包括採購策略、供應商合約,以及針對快速部署所需物資的評估。 - 庫存管理與倉儲:執行緊急物資預先儲備策略,並負責倉儲營運與庫存系統管理。 - 運輸與配送協調:維護最新的運輸與備援計畫,並與物流供應商協調,確保配送效率。 - 海關與進口作業:建立人道救援物資在緊急情況下進口通關流程與協議,並與相關主管機關建立合作。 - 策略性採購:依據無國界醫生政策負責辦公室物資與服務的採購,管理供應商關係,並在整個採購流程中支援專案團隊。 - 市場與供應商分析:進行市場調查,識別可靠之供應商,監測其表現,並將創新或節省成本的作法導入採購流程。 - 報告與法規遵循:編製定期採購與物流報告,確保所有文件符合稽核要求,並提出流程改善與風險控管建議。 - 實地支援與經驗整合:透過短期任務支援海外專案,提升供應鏈效率,並將實地經驗應用於在地策略中。 Major Responsibilities -Emergency Supply Chain Preparedness: Develop and maintain MSF Taiwan’s emergency supply chain plan, including sourcing strategies, supplier agreements, and supply needs assessment for rapid deployment. -Stock Management and Warehousing: Implement strategies for pre-positioned stock of emergency items and oversee warehouse operations and inventory control systems. -Transport and Distribution Coordination: Maintain updated transport and contingency plans and coordinate with logistics providers to ensure efficient last-mile delivery. -Customs and Importation: Establish customs clearance procedures and agreements with relevant authorities to facilitate the import of humanitarian goods during emergencies. -Procurement and Strategic Sourcing: Lead procurement of office supplies and services in compliance with MSF policies, manage supplier relationships, and support project teams through the full procurement cycle. -Market and Supplier Analysis: Conduct market research to identify reliable suppliers, monitor performance, and introduce innovations or savings opportunities into the procurement process. -Reporting and Compliance: Prepare regular procurement and logistics reports, ensure documentation is audit-ready, and recommend process improvements and risk mitigation measures. -Field Support and Learning Integration: Support field missions through short-term assignments, contributing to supply chain effectiveness and applying field insights to local strategies.

資格: - 擁有供應鏈管理、物流、企業管理或相關領域的學士學位。 - 具備非政府組織和/或公部門機構的相關經驗與知識者佳。 - 至少3至5年供應鏈管理經驗,具人道援助或非營利組織背景尤佳。 - 熟悉採購、報關程序與緊急物流運作。 - 具備建立供應商網絡、合約談判與風險管理經驗。 - 優秀的組織能力、問題解決能力與溝通能力。 - 流利的中、英文能力。 - 願意並能夠每年進行最多兩次、每次約2至3個月的海外專案支援(MSF前線任務)。 - 認同並承諾落實無國界醫生的價值、宗旨與社會使命。 - 具備對非營利組織或人道援助領域的理解。 - 能與不同文化背景的群體合作,具高度文化敏感度與意識。 - 良好的人際關係與團隊合作能力。 - 能於時限內完成任務並及時解決問題。 - 積極主動、自我驅動者。 Requirements - Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or related field. - Experience and knowledge of NGO and/or public institutions desirable. - Minimum 3–5 years’ experience in supply chain management, ideally in the humanitarian or NGO sector. - Strong understanding of procurement, customs procedures, and emergency logistics. - Proven ability to build supplier networks, negotiate contracts, and manage risks. - Excellent organizational, problem-solving, and communication skills. - Fluency in Mandarin and English required. - Willingness and availability to travel and work in MSF field project contexts for 2–3 months at a time, twice a year. - Commitment to the values, principles and MSF’s social mission. - Good understanding of the nonprofit and/or humanitarian sectors . - Ability to work with populations from different cultures – high cultural awareness and sensitivity - Strong interpersonal skills and able to work in a team. - Ability to respect deadlines and resolve problems in a timely manner. - Self-driven.
