We are seeking an experienced Health & Safety Engineer to join our team. In this role, you will be responsible for implementing and maintaining comprehensive health and safety programs at our Zhangbin site while ensuring compliance with local regulations and company standards.
Key Responsibilities
1. Health & Safety Management
• Implement and conduct the site health and safety annual plan in accordance with corporate strategy, relevant internal and external standards, requirements, and regulations
2. Performance Monitoring
• Monitor and report health and safety performance through appropriate indicators
• Ensure periodic reporting of actual performance to authorities and company reporting systems
• Identify deviations and execute corrective actions to minimize discrepancies and achieve targets
3. Occupational Safety
• Conduct and supervise occupational safety activities according to local OSHA and company requirements:
-Job hazard analysis
-Work permit implementation and audit
-Management of Change (MoC) review
-Hazardous substances management
-Contractor orientation
-Critical equipment regular inspection
-Line inspection/safety observation programs
-Personal protective equipment identification and review
-Exposure risk assessments
-Workplace industrial hygiene regular inspection
-Public building safety
4. Occupational Health
• Develop site occupational health programs according to local OSHA and company requirements:
-Hazard risk assessment for chemicals
-Health surveillance
-Medical/health concerns case care and tracking
-Ensure sufficient health services for employees
5. Safety Systems Management
• Lead work permit software implementation process
• Ensure job safety working processes are well implemented and managed in accordance with corporate strategy, relevant standards, and regulations
6. Audit Management
• Manage health and safety audit activities, including:
-Random inspections/audits from authorities
-Corporate internal audits
-Self-assessments
• Coordinate activities and resources according to audit plans
• Follow up with findings, corrective and preventive actions
• Summarize reports until case closure
• Support self-assessment of other functions and regions
7. Incident Management
• Lead health and safety incident classification and investigation at site
• Organize investigation teams to conduct root cause analysis
• Track corrective actions progress
• Ensure timely reporting and updates in authority incident reporting platforms
8. Change Management
• Manage site Management of Change (MoC) systems
• Ensure changes to environment, products/raw materials/processes, equipment, and working steps are properly risk-evaluated

Position Summary:
This role leads a team in managing logistics operations, ensuring safety, efficiency, and compliance with company standards.
Key Responsibilities:
1. Operations Management:
- Support the Operations Manager in overseeing daily operations.
- Lead the team to achieve KPI targets and ensure timely processing of build, decommission, and functional activities.
- Supervise employees, ensuring adherence to safety practices and proper equipment use.
- Provide on-the-job training and manage 5S practices in all work areas.
2. Operation and Reporting:
- Confirm material items, quantity, and project, then follow the system work instructions to arrange the daily operations and provide essential support or training.
- Ensure data accuracy in the daily or weekly base report.
- Document and update processes to meet customer requirements.
- Proactively provide the available execution plan or potential failure mitigation plan to the customer.
3. Safety Compliance:
- Promote safety as a top priority through leadership, audits, toolbox meetings, and incident reporting.
- Ensure compliance with safety standards and SWI procedures.
4. Continuous Improvement:
- Assist in implementing work improvement projects across safety and operations.
- Participate in cross-functional improvement initiatives.
- Proactively provide any cost saving and process improvement ideas to increase efficiency and decrease waste.
5. Team Development:
- Train team members on company procedures and identify skill gaps.
- Foster teamwork, provide cross-training, and ensure flexibility to meet business needs.
- Develop potential talented members and assist them in achieving higher positions to strengthen the organization.
Additional Duties:
Address operational irregularities, customer concerns, and other tasks assigned by the Operations Manager.
This role will be employed via JLL and be based at our client's data center in Changhua. We provide shuttle buses to and from Taichung.
About the role
JLL has an opportunity for a Cost Manager/Quantity Surveyor with construction expertise and experience to take responsibility for the overall commercial success of technical projects—guiding teams and contractors in each phase to achieve outcomes that exceed clients' expectations and meet JLL's commercial objectives. While you act in the clients' best interests throughout the project duration, you must make sure that the project's revenue and payment cycles are properly managed.
Key Responsibilities
General Cost Oversight
1. Maintain accurate cost data including ROMs, funding categories, contracts, and invoicing
2. Develop site-level cost reports with variance analysis
3. Submit and manage cash flow forecasts and accruals
4. Escalate funding delays and cost risks
5. Review invoices and resolve discrepancies
6. Support contract drafting and claims logging
7. Ensure data integrity and escalate issues
Project Lifecycle Support
1. Intake Phase: Validate ROMs, funding attributes, and support procurement strategy
2. Pre-Construction: Manage funding requests, develop budgets, review bids and contracts
3. Execution: Track budget utilization, manage change orders, log savings
4. Closeout: Ensure timely financial closure and provide cost performance data
Deliverables
1. ROM estimates for all scheduled projects
2. Cost reviews and recommendations for RFPs, claims, and change orders
3. Weekly to annual site cost reports
4. Cash flow and accrual tracking throughout project lifecycle
5. Invoice reviews and payment recommendations
6. Financial closeout reports and documentation

- Must be able to work in a fast-track environment with data center (or similar critical facilities / construction) experience preferred
- Project Controls / Cost Management experience
- Excellent and persuasive communication skills
- Excellent analytical, logical and reporting skills
- 10+ years' experience in a related field
- Strong understanding of construction projects cycle, scoping, planning, procurement, installation, testing and commissioning and close out, and handover to operations teams.
- Project management qualification preferred (PMI / PMP) but not essential
- Excellent communication, stakeholder management, presentation, and reporting skills
- Logical approach and high attention to detail
- Bachelor's degree in Engineering / Construction / Quantity Surveying or Commercial related disciplines preferred
