Overview:
As the HR Manager for Taiwan, you will serve as a strategic partner to both local and regional leadership. You will oversee the full spectrum of the HR function including recruitment, employee relations, performance management, employee engagement, and HR business partnering, while ensuring compliance with local labor laws and alignment with global HR strategies. This role requires a proactive leader who can lead locally while participating with the global HR team.
Key Responsibilities:
1. Lead end-to-end recruitment efforts including sourcing, interviewing, and offer management.
2. Partner with hiring managers to forecast talent needs and develop recruitment strategies.
3. Manage employee relations, conflict resolution, and performance improvement plans.
4. Support talent management initiatives including career development, succession planning, and performance reviews.
5. Act as an HR Business Partner to local leadership, providing guidance on organizational design, workforce planning, and change management.
6. Support the implementation and engagement of Talent Management programs such as performance review, development, etc.
7. Prepare HR reports and analytics for management.
8. Drive culture initiatives and internal communications.
9. Lead or support ad-hoc HR projects such as HRIS implementation or policy audits.
10. Oversee onboarding and offboarding processes to ensure a smooth employee experience.
11. Administer compensation, benefit, and leave programs in compliance with local regulations.
12. Maintain accurate HR records and support internal audits and reporting.
13. Collaborate with regional and global HR teams on cross-border initiatives and policy alignment.
14. Review and verify monthly payroll with accountancy firm and finance controller.
As a Senior HR at Artilux, you will be a key executor and partner in driving people-related initiatives. Your role focuses on delivering excellence across recruitment, training, employee engagement, compliance, and HR operations, ensuring that HR strategies are effectively implemented to support the company’s growth in the high-tech industry.
You will independently handle complex HR tasks, provide accurate analysis, and act as a professional advisor to managers and employees. This role requires strong ownership, attention to detail, and the ability to balance multiple priorities in a fast-paced environment.
Key responsibilities for this role include:
• Execute and optimize end-to-end recruitment, including employer branding, sourcing channels, interviews, and onboarding.
• Maintain and improve HR databases, assessment tools, and recruitment pipelines.
• Coordinate and deliver training programs (onboarding, annual training, company-wide events), ensuring smooth logistics and effectiveness.
• Represent HR in audits and inspections; ensure compliance with Taiwan labor laws and company policies.
• Organize employee engagement programs, cultural activities, and welfare committee events.
• Manage group insurance, attendance, and health checkups with accuracy and efficiency.
• Collect and analyze HR data; prepare reports to support managerial decision-making.
• Assist in reviewing and updating company policies, procedures, and regulations.
• Support cross-functional HR projects and handle ad hoc assignments from management.
◾ Responsible for all human resources functions, recruiting, performance management, training & development, compensation & benefits, expat management, employee relations, and employee counseling service.
◾ Support management team by providing human resources advice, counsel and
decision.
◾ Ensure legal compliance throughout human resource management, including the
Government regulations and policies.
◾ Participates in developing HR goals. Reviews and revises the existing HR policy systems, and recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
◾ Leads and supervises the HR team to complete the routine HR tasks of recruitment, selection, employment, termination, labor disputes, compensation, social benefits programs etc. in compliance with agreed HR policies and procedures.
◾ Provide suggestions for the employer in the aspects of human resource solutions, company policies, laws and regulations.
◾ Responsible for tracking related HR system and recruitment reports.
◾ Responsible for MTW headcount planning, budgeting, following and report, make sure MTW headcount is meet budgeting and business forecast.
◾ Responsible to build up an efficiency recruitment channel which is able to meet business needs, make sure the recruitment needs can be fulfilled.
◾ Deploy the training resource as per the confirmed training statics by HRD and management team,to improve employee’s skill and competency, contribute to build up a learning organization.
